“I did not ask for, nor did I know, that the witness Tabatha Yager would be here today. But I was going to [tell] each member of this committee that there is a stakeholder that no one is talking about here. And she was the stakeholder that no one is talking about. It’s a burden to notify. ‘Oh maybe I don’t need to inquire, I don’t want there to be that new process where I have to notify’ and here comes someone I had no idea she’d be here today. That explicitly with an explanation mark, marks my concern is that the patient is the person we should be considerate about here. This is a bill that addresses that need more than any other. Let’s go off of these things about ‘I don’t want to have to go out of my procedure to notify.’ Let’s talk about that patient, where it is imperative that notification takes place.”
